Wait for the island to be destroyed by the explosive. Place an immovable object beneath the large pipe chunks to prevent barrels from fallen. Place an object on the green button at the bottom of the water to lift the green gate. Fly to the starite with a flying device. You might get electrocuted by the thunder at the end, but its not going to kill you.
